1. Resolution Requesting Funds for PLAN 2004 Capital Improvement Program
Wake County Public School System and Wake County staffs have collaborated on creation of a recommended scope and content for the PLAN 2004 Capital Improvement Program, which will build new schools to accommodate growing enrollment, renovate existing school buildings, and complete repair project system-wide. The resolution formally requests that the Wake County Board of Commissioners provide a bond order that upon approval of the voters will finance a portion of the capital improvement program for the years 2004-2008. The Associate Superintendent for Auxiliary Services will present a summary overview of the proposed program, will provide a final version of the resolution .

FINANCE


1. Approval Of Third Party Administrator And Authorization To Contract For The Administration Of A Self-Funded Dental Plan.
Five companies submitted a proposal to WCPSS for Third Party Administrator (TPA) for a Self-Funded Dental Plan. Three TPA companies with the strongest proposals were selected for a due-diligence site visit. As a result of our evaluation of the proposals, we recommend that the Board award the contract to implement and administer a Self-Funded Dental Plan to Acordia National. Acordia National has the lowest cost and a two-year guarantee. WCPSS employees participating in family coverage will realize a reduction in monthly premiums from $44.85 to $41.41. WCPSS employees participating in employee only coverage will continue their coverage at no cost to the employee. There will be no changes in the benefits provided by the plan. The proposed family coverage premium combined with the WCPSS employee only coverage will cover projected claims, administrative fees, and generate reserve funds for future claims. Fiscal Implications: Projected claims and administrative fees will be paid from budgeted funds and deducted employee family coverage premiums. In order to manage a self-insured plan, a reserve of three months, which is at this time $1,000,000, is necessary for future incurred claims.

Revised; Second Reading
Modifications made to the existing policy as recommended by school trip committee, with advise from the board attorney and revisions suggested by the board of education on June 17, 2003. Fiscal Implications: None. Recommendation for Action: Staff recommends the Board approval.

CLOSED SESSION

To consult with an attorney employed or retained by the board in order to preserve the attorney-client privilege between the attorney and the board pursuant to M.C.W. vs. Wake County Public School System, G.S. 143-318.11(a)(3) and to consider confidential personnel information protected under G.S. 115C-319.
