Each individual speaker will be allowed three minutes for remarks. Issues or concerns involving personnel matters are not appropriate for this public comment setting. APPROVAL OF MINUTES
February 24, 2004-Open MeetingFACILITIES
1. RIGHT OF WAY DEDICATION-SIDEWALK EASEMENT-DANIELS MIDDLE
Future building construction at Daniels Middle School requires street improvements along Oberlin Road. The bus loop and parking area will be improved along with the installation of sidewalks. The City of Raleigh requires the dedication of right of way along Oberlin Road in two sections, one 20 feet wide and 680 feet in length and one 15 feet wide and 216 feet in length. A sidewalk easement containing 16,367 square feet is also required. Fiscal Implications: None. Recommendation for Action: Staff requests Board approval to grant the City of Raleigh additional right of way and sidewalk easement at Daniels Middle to allow for future building construction.2. CONSTRUCTION DOCUMENTS: DOUGLAS ELEMENTARY
Staff has reviewed the construction documents and requests Board approval, and authorization to advertise for the construction of renovations and additions at Douglas Elementary. Fiscal Implications: Funding is available from the total project budget of $8,657,268, of which $760,753 is from PLAN 2000 School Building Program and $7,896,515 is from PLAN 2004 School Building Program. Recommendation for Action: Board approval is requested.3. BIDS: BRASSFIELD ELEMENTARY
Bids for the roof replacement at Brassfield Elementary were received on February 17, 2004. Staff and Rooftop Systems Engineers, P.C. recommend award of the single-prime contract to Eastern Corporation in the amount of $372,700. Fiscal Implications: Funding is available from the total project budget of $490,000, as provided in the PLAN 2000 School Building Program. Recommendation for Action: Board approval is requested.4. BIDS: HOLLY SPRINGS HIGH
Bids for the new construction at Holly Springs High were received on February 12, 2004. Staff and Cherry Huffman Architects, PA will present their recommendations for award at this meeting. Fiscal Implications: Funding is available from the total project budget of $40,904,654, of which $9,000 is from the PLAN 2000 Modernization, $1,546,945 is from PLAN 2000 School Building Program start-up funds, and $38,889,673 is from PLAN 2004 School Building Program. Wake County Parks and Recreation and the Town of Holly Springs will provide funding in the amount of $109,036 and $350,000 respectively for potential award of alternate one. Recommendation for Action: Board approval is requested.FINANCE

1. BELL SCHEDULE RECOMMENDATIONS
The proposed bell schedule modifications open and close schools at times the Transportation Department can more effectively and efficiently provide bus service to students. Advantages of the bell schedule modifications include long-term savings in operating costs, better utilization of equipment, and the ability to provide better service. It is important to note that new school openings will dictate a need to change some opening and closing times. Buses already purchased should provide resources to accommodate proposed bell schedule.
