Citizens who signed up to address the board during public hearing will be called on in priority order—first for items on the agenda and then for items not on the agenda. Each individual speaker will be allowed three minutes for remarks. Issues or concerns involving personnel matters are not appropriate for this public comment setting. After 30 minutes of public hearing, any speakers remaining will be recognized at the end of the agenda for their comments.

FACILITIES


1. RIGHT OF WAY DEDICATION-SIDEWALK EASEMENT-DANIELS MIDDLE

Future building construction at Daniels Middle School requires street improvements along Oberlin Road. The bus loop and parking area will be improved along with the installation of sidewalks. The City of Raleigh requires the dedication of right of way along Oberlin Road in two sections, one 20 feet wide and 680 feet in length and one 15 feet wide and 216 feet in length. A sidewalk easement containing 16,367 square feet is also required. Fiscal Implications: None. Recommendation for Action: Staff requests Board approval to grant the City of Raleigh additional right of way and sidewalk easement at Daniels Middle to allow for future building construction.

2. CONSTRUCTION DOCUMENTS: DOUGLAS ELEMENTARY

Staff has reviewed the construction documents and requests Board approval, and authorization to advertise for the construction of renovations and additions at Douglas Elementary. Fiscal Implications: Funding is available from the total project budget of $8,657,268, of which $760,753 is from PLAN 2000 School Building Program and $7,896,515 is from PLAN 2004 School Building Program. Recommendation for Action: Board approval is requested.

3. BIDS: BRASSFIELD ELEMENTARY

Bids for the roof replacement at Brassfield Elementary were received on February 17, 2004. Staff and Rooftop Systems Engineers, P.C. recommend award of the single-prime contract to Eastern Corporation in the amount of $372,700. Fiscal Implications: Funding is available from the total project budget of $490,000, as provided in the PLAN 2000 School Building Program. Recommendation for Action: Board approval is requested.

4. BIDS: HOLLY SPRINGS HIGH

Bids for the new construction at Holly Springs High were received on February 12, 2004. Staff and Cherry Huffman Architects, PA will present their recommendations for award at this meeting. Fiscal Implications: Funding is available from the total project budget of $40,904,654, of which $9,000 is from the PLAN 2000 Modernization, $1,546,945 is from PLAN 2000 School Building Program start-up funds, and $38,889,673 is from PLAN 2004 School Building Program. Wake County Parks and Recreation and the Town of Holly Springs will provide funding in the amount of $109,036 and $350,000 respectively for potential award of alternate one. Recommendation for Action: Board approval is requested.

The attached summaries are provided as information in accordance with Board Policy 8361. The summaries list all change orders, and contracts having a value greater than $50,000 and not over $100,000 for February 2004. Fiscal Implications: Not applicable.

PROGRAM


1. GRANT PROPOSALS

Competitive (#845): North Carolina Arts Council / WCPSS Arts Education. Any required cash and/or in-kind matching contributions vary by grant program. Board approval is requested.

PROGRAM


1. BELL SCHEDULE RECOMMENDATIONS

The proposed bell schedule modifications open and close schools at times the Transportation Department can more effectively and efficiently provide bus service to students. Advantages of the bell schedule modifications include long-term savings in operating costs, better utilization of equipment, and the ability to provide better service. It is important to note that new school openings will dictate a need to change some opening and closing times. Buses already purchased should provide resources to accommodate proposed bell schedule. This item is presented for information.

POLICY


1.POLICY 6425 - FIGHTING/PHYISCAL AGGRESSION OR ASSAULT

(Revision, First Reading)
The purpose of this policy revision is to update policy to clarify application and reflect current system processes. Fiscal Implications-None. Recommendation for Action-Staff recommends approval for the 2004-2005 school year of revised Policy 6425 for first reading.

2.POLICY 7212: INTEGRATED PEST MANAGEMENT

(New, First Reading)
The Auxiliary Services division shall implement and adhere to an Integrated Pest Management (IPM) program to control structural, harmful and nuisance pests on school properties while minimizing exposure of children, faculty and citizens to pesticides and other chemical materials. Fiscal Implications-None. Recommendation for Action-Board approval is requested.

HUMAN RESOURCES


1. EXPAND JOB SHARING OPTIONS


1.WCPSS offers job sharing in accordance with 2002 Senate Bill 1443. This legislation allows classroom teachers who share equally a 40-hour per week position to have two benefits unavailable to other 20-hour per week employees: participation in the state retirement system, and pro rata health care. Twenty teachers currently work in job sharing positions.

2.Legislation from 2003 (Senate Bill 701), allows school boards to provide job sharing to employees other than classroom teachers, and in percentage splits other than 50%. The benefits of job sharing accrue only to employees working between 20 and 29 hours per week.

3.Staff recommends that job-sharing positions be expanded to include all 40-hour per week, school-based, certified instructional positions for the 2004-2005 school year. Two employees must share equally the position. In 2004-2005, the success of job sharing should be evaluated to determine whether it should be expanded to additional job classifications for the 2005-2006 school year.
