APPROVAL OF MEETING AGENDA


PUBLIC HEARING

Citizens who signed up to address the board during public hearing will be called on in priority order-first for items on the agenda and then for items not on the agenda. Each individual speaker will be allowed three minutes for remarks. Issues or concerns involving personnel matters are not appropriate for this public comment setting. After 30 minutes of public hearing, any speakers remaining will be recognized at the end of the agenda for their comments.

STUDENT ASSIGNMENT HEARING

The Wake County Board of Education will receive the administration's proposed Student Assignment Plan on January 22,2002. After the presentation is made to the school board, public hearings will be set for Wednesday, February 20, for parents to comment on the formal plan. Locations are Sanderson High School, Middle Creek High School, and Southeast Raleigh High School. The board will vote on this proposal in March.
The school board's regular meetings will not include public hearings on the current proposals. You may still provide input directly to the administration by mail, e-mail, WCPSS Website, or use our Hotline number 919-501-7998.

FACILITIES


1. Bids: Broughton High Renovations
Bids were received on December 18, 2001, for the roofing and waterproofing work associated with the PLAN 2000 renovations project at Broughton High. Staff and Cherry Huffman Architects, P.A. recommend award of a single-prime contract to Baker Roofing in the amount of $867,386. Fiscal Implications - Funds are available from the total project budget of $14,797,735 as provided in the PLAN 2000 Building Program. Recommendation for Action - Board approval of a contract with Baker Roofing Company is recommended.

2. Right-of-Way Encroachment and Driveway Access Documents: Knightdale High (H-3)
The new Knightdale High School and park will be bordered by roads on three sides: Forestville Road, Old Knight Road, and Horton Road. Board approval is requested for a right-of-way encroachment agreement for the placement of curb and gutter and drainage piping along all three frontage roads. In addition, one driveway access permit is needed for Forestville Road, one for Old Knight Road, and two for Horton Road. One of these driveway access permits will serve the future Forestville Road Elementary (E-8). Fiscal Implications - None. Recommendation for Action - Board approval of the encroachment and driveway permit documents is recommended.

FINANCE


1. Authorization Forms
These authorization forms designate the persons authorized to sign vouchers for the payment of money on behalf of Apex Elementary. Fiscal Implications: These authorization forms are required for bank records.

2. Report of Administration Approved Contracts
The attached summaries are provided as information in accordance with Board Policy 8361. The summaries list all contracts and change orders for the second fiscal quarter of 2001-2002, which were approved by the administration, having a value greater than $50,000 and not over $100,000. Fiscal Implications: Not applicable.

PROGRAM


1. Grant Proposals
Competitive (#621): National Science Teachers Association / Toyota TAPESTRY / Apex High School. Fiscal implications vary by grant. Staff recommends that the board approve the applications.

FACILITIES


1. Construction Documents: West Cary Middle Athletic Field Improvements (5 minutes)
Construction documents for the West Cary Middle athletic field improvements, designed by Jerry Turner and Associates Inc., will be presented for board approval. Fiscal Implications - Funding is available from the total project budget of $960,000 as provided from the deferred maintenance component of the PLAN 2000 Building Program. Recommendation for Action - Board approval of construction documents is recommended.

2. Construction Documents: Knightdale High (H-3) (5 minutes)
Construction documents for Knightdale High and the community park, designed by Boney, PLLC, will be presented for board approval. Fiscal Implications - Funding is available from the total project budget of $40,353,411, of which $39,860,845 is from PLAN 2000, $300,000 is from Phase IV start-up funds within the Phase IIIB building program and $192,566 is from the Town of Knightdale. Recommendation for Action - Board approval is requested.

FINANCE


1. High School Summer School Transportation Cost Increase (5 minutes)
The current $100 rate per student does not cover reimbursement required by the state of North Carolina. High school transportation cost has not been included in any previously approved budget. Increased summer school transportation cost would require a reduction in required services provided for the regular 180-day academic calendar. The recommended $75 increase to summer school transportation rate would cover most of the unfunded expense. Fiscal Implications: Additional local dollars will be required if the current rate is maintained.

CLOSED SESSION

To preserve the attorney-client privilege regarding the potential settlement of the Presidential Financial Corporation of North Carolina v. Jeffrey D. Hall d/b/a Hall's Cleaning Service, Lynn N. Hall, and Wake County Board of Education lawsuit pursuant to G.S.143-318.11(a)(3).

Sixteen students will be recognized as Spotlight on Students award winners.

1. Student Assignment Plan for 2002-2003 (45 minutes)
Recommendations for the 2002-2003 Student Assignment Plan will be presented to the Board. The opening of new schools will require additional buses to service the new routes. This item is presented for information.
