APPROVAL OF MEETING AGENDA


PUBLIC HEARING

Citizens who signed up to address the board during public hearing will be called on in priority orderófirst for items on the agenda and then for items not on the agenda. Each individual speaker will be allowed three minutes for remarks. Issues or concerns involving personnel matters are not appropriate for this public comment setting. After 30 minutes of public hearing, any speakers remaining will be recognized at the end of the agenda for their comments.

CONSENT ITEMS


FACILITIES


1. Resolution: Funding for PLAN 2000 School Building Program
Resolution requests appropriation of funds for the PLAN 2000 School Building Program previously approved by the board. This request is for start-up funds to begin projects that will be completed in the next building program. A total of $20,902,153 is included in PLAN 2000 for start-up projects, of which $5,566,217 has been previously requested. Fiscal Implications: Total of this appropriation request is $1,500,000. Appropriations for PLAN 2000 to date total $463,734,182. The total PLAN 2000 appropriations including this request, equals $465,234,182. Recommendation for Action: Board approval is requested.

2. Resolution: PLAN 2000 Funding Reallocation
Resolution requests reallocation of PLAN 2000 Start-Up funds for the next building program to Bugg Elementary, Douglas Elementary, East Millbrook Middle, Martin Middle, Cary High and Millbrook High. Total reallocation amount is $1,500,000. Fiscal Implications: No additional appropriation of funding is necessary. Recommendation for Action: Board approval is requested.
3: Bids: Temporary Modular Classroom Building - Longview
Bids for the temporary modular classroom building at Longview were received on October 17, 2002. Staff and Gurel Architecture, Inc. recommend award of the single-prime contract to Modular Solutions in the amount of $460,000. Fiscal Implications: Funding is available from the total project budget of $606,000, which is provided in the Longview PLAN 2000 School Building Program. Recommendation for Action: Board approval is requested.

4. Utility Easement: Creech Road Elementary
Development of the Creech Road Elementary School Park by Wake County requires the dedication of a sewer line easement to the City of Raleigh, 20-feet wide and approximately 176 feet in length. The county will install a 6-inch sewer line to provide service for restrooms and a concessions building. Fiscal Implications: None. Recommendation for Action: Staff requests Board approval to grant the City of Raleigh a utility easement to provide service to the Creech Road Elementary School Park.

5. Utility Easement: Farmington Woods Elementary
To complete a fire protection water line at Farmington Woods Elementary, the Town of Cary requires an easement 20-feet wide and approximately 1,366 feet in length. The easement will be dedicated by recorded plat. Fiscal Implications: None. Recommendation for Action: Staff requests Board approval to grant the Town of Cary a utility easement to complete a fire protection water line at Farmington Woods Elementary.

6. Utility Easement: Knightdale High
Construction of Knightdale High requires electrical service from Wake Electric Membership Corporation. Wake Electric requires an easement along Forestville Road 30-feet wide and approximately 560 feet in length for overhead lines. Fiscal Implications: None. Recommendation for Action: Staff requests Board approval to grant Wake Electric Membership Corporation a utility easement for overhead electric lines along Forestville Road, Knightdale, NC.

7. Change Order No. G-6: Cedar Fork Elementary
Board approval is requested for Change Order No. G-6 to Centurion Construction Company. This change order, in the amount of $849,408.76, is for labor and materials to remove mass rock. This amount represents the negotiated agreement for work performed and is approximately 25 percent less than contract unit rates. When calculations are completed, the Town of Morrisville will contribute their portion of the cost of the change order. Fiscal Implications: The current total project budget is $12,403,965, of which $10,662,555 is from the PLAN 2000 School Building Program, and $1,741,410 is from the Town of Morrisville. Recommendation for Action: Board approval is requested.

FINANCE


1. Contract: School Resource Officers In Middle Schools
This contract with the Wake County Sheriffís Department for COPS in Schools federal grant where Wake County Sheriff deputies serve as School Resource Officers in the following fifteen (15) middle schools:

Forty-one gifts have been donated to the Wake County Public School System. The approximate value of the gifts is $16,335.65. Fiscal Implications: Not applicable.

POLICY


1. Appointment to the Wake Technical College Board of Trustee
In accordance with NC General Statute 115D-12, the Board of Education appoints four of the trustees on the Wake Technical Community College Board of Trustees. Terms are for four years and are staggered. The term for one of the Boardís appointees, Don Perry, expired June 30, 2002. Mr. Perry is currently serving as chair of the Wake Technical Community College Board of Trustees. Fiscal Implications: None. Recommendation for Action: Presented for nominations and appointment to be made by the Board.

2. Board Advisory Council Nomination
New nomination to Board Advisory Council (see attached nomination form).

FACILITIES


1. Designer Selection: Design Package 2002B ñ PLAN 2000 Start-Up Projects
In accordance with the designer selection procedures adopted by the Wake County Board of Education, the pre-selection committee will present recommendations for the board to select an architectural firm for each of the following PLAN 2004 building and campus improvement projects: Millbrook High - Cherry Huffman Architects PA; Cary High - Pearce Brinkley Cease + Lee PA; East Millbrook Middle - The Roberts Group, PA; Martin Middle ñ Davis-Kane Architects, P.A.; Bugg Elementary ñ Ramsay GMK; Douglas Elementary - Schenkel & Schultz Architects, PA. Fiscal Implications: Design fees will be negotiated in accordance with the designer selection procedures. Recommendation for Action: Board approval is requested.

PROGRAM


1. Instructional Calendar for 2003-2004 for Traditional Schools
On October 8, 2002, staff presented traditional calendar parameters and proposed calendars to the Committee of the Whole of the Wake County Public School System's Board of Education. Attached is the staff calendar recommendation for traditional schools for 2003-04.
Æ The first day of school is August 11; the last day of school is May 27.
Æ Inclement weather make-up days in order are October 6, October 17, February 13, February 16, March 16, and March 15.
Æ Spring Break will be April 5-12, 2004.
Fiscal Implications: There are no fiscal implications. Recommendation for Action: Staff requests that the Board waive Board Policy 5030.3 and approve the traditional calendar as presented.

2. Abstinence Until Marriage Unit for Grades 7-9 Healthful Living Education Standard Course of Study
On October 8, 2002, staff presented recommendations to the Committee of the Whole of the Wake County Public School Systemís Board of Education in response to the School Health Advisory Council (SHAC) recommendation five. Staff recommended that the WCPSS continue to implement an abstinence until marriage curriculum for grades 7-9. Revisions to the topics to be covered in the Abstinence Until Marriage Unit for Grades 7-9, were identified and lessons were developed for use in the classroom. The recommendations, revised topics, and lessons have been available for public review. Staff will present an overview of comments received from reviewers. Fiscal Implications: Funded within current budget. Recommendation for Action: That the board approve revisions to the topics to be covered in the Wake County Public School System Abstinence Until Marriage Unit for Grades 7-9.

INFORMATION ITEM


1. High School Healthful Living Elective Course in Grades 10-12
On October 8, 2002, staff presented recommendations to the Committee of the Whole of the Wake County Public School Systemís Board of Education in response to the School Health Advisory Council (SHAC) recommendation five which recommended in part that there be ìÖan expansion of the high school (health) elective courses in grades 10-12.î Staff recommended that a high school healthful living elective course be offered to students in grades 10-12. This elective will address healthy relationships, nutrition and weight management, alcohol and drugs, resources for dealing with unhealthy relationships, gender issues, sexual harassment, the prevention of sexually transmitted diseases (including HIV/AIDS), and unintended pregnancies. The course would be developed as an elective course for those students whose parents want an opportunity for their child to enroll in a class that promotes healthy choices and healthy life style. The course would include a more comprehensive discussion of sex education but would continue to promote abstinence. Staff will present an overview of the timeline for development of this course and proposed topics to be included. Fiscal Implications: Funded within current budget. Recommendation for Action: This item is presented for information.
