FACILITIES


1. Annexation Petition - New Knightdale High and Elementary School
The site for the new Knightdale area elementary, high school, and community park at Horton, Forestville, and Old Knight Roads is currently outside the Town of Knightdale municipal limits. To provide fire and police protection and other town services, the Town of Knightdale must annex the 168-acre site. Staff recommends the school system file an annexation petition requesting that the Town of Knightdale extend its corporate limits to include the school/park site. Fiscal Implications - Town services will be provided to the school system. Recommendation for Action - Staff requests board approval to submit a petition for annexation.

2. Bids: Heritage Elementary (E2) Site Preparation Contract
The approved PLAN 2000 school building program includes the construction of Heritage Elementary (E2). Bids for the site preparation contract were received on August 16, 2001. Staff and Pearce, Brinkley, Cease & Lee, PA recommend award of the site preparation contract to Thompson Contracting, in the amount of $221,111.00. Fiscal Implications - Funding is available from the total project budget of $10,662,555 as provided in the PLAN 2000 school building program. Recommendation for Action Board approval is recommended.

3. Resolution: Wake Forest-Rolesville High Designer Selection - Team Locker and
Classroom Addition
Resolution is presented to waive the traditional designer selection process and to select H. S. Annis Architect, AIA for the design of the Wake Forest/Rolesville High School team locker and classroom building. This request is in accordance with NCGS 143-64.32, which allows the exemption of the statutory designer selection process. The specific reason for this exemption is that H. S. Annis Architect, AIA has worked closely with the school's athletic booster club to develop the preliminary drawings for this partnership project. Selecting H. S. Annis, Architect will shorten the design time, reduce costs, and expedite the remainder of the project. Approval of the waiver will allow staff to proceed with negotiation of a design contract with H. S. Annis Architect, AIA. Fiscal Implications Increases the potential for design and construction cost savings. Recommendation for Action - Board approval of the designer selection waiver resolution is recommended.

4. Resolution: Designer Selection for Knightdale Area Elementary (E-8)
Resolution is presented to waive the traditional designer selection process and to select Small Kane Architects, PA for the design of the Knightdale area elementary school (E-8). This request is in accordance with NCGS 143-64.32, which allows the exemption of the statutory designer selection process. The specific reason for this exemption is to allow the reuse of the Morrisville area (Church Street - E4) elementary school prototype. Reuse of the prototype will shorten design time, reduce costs, and expedite the project. Staff recommends proceeding with the negotiation of a design contract with Small Kane Architects, PA. Fiscal Implications - Reduced design and construction costs due to reuse of existing plans and specifications. Recommendation for Action - Board approval of the resolution is recommended.

5. Names for New Schools in Knightdale and Morrisville
Names are needed for three new schools included in PLAN 2000 in Knightdale and Morrisville. After consulting with town officials in Knightdale, the staff and town recommend the board name the new Knightdale area high school, Knightdale High School, and the new elementary school to be located on the same site, Forestville Road Elementary School. In similar discussions with Town of Morrisville officials, staff and the town officials recommend the board name the new Morrisville area (Church Street) elementary school, Cedar Fork Elementary School. This name recognizes the township within which that school is located. Details are included in the attachment. Fiscal Implications - None. Recommendation for Action - Staff recommends the school names underlined below:
Knightdale area high - Knightdale High School
Knightdale area elementary - Forestville Road Elementary School
Morrisville area elementary - Cedar Fork Elementary School

FINANCE


1. Authorization Forms
These authorization forms designate the persons authorized to sign vouchers for the payment of money on behalf of Olive Chapel Elementary. Fiscal Implications: These authorization forms are required for bank records.

2. Authorization Forms
These authorization forms designate the persons authorized to sign vouchers for the payment of money on behalf of the Wake County Public School's General Fund, General Fund Payroll, Federal/FICA Tax, Capital Outlay, Capital Improvements, State Bond, Child Nutrition, Individual Schools, Federal Programs, Flexible Benefits, Transfer Account, Individual Schools Child Nutrition, BA-ACH, ACH Settlement, ACH Payroll Settlement, After School Program, State Treasurer Disbursing and State Treasurer STIF Account. Fiscal Implications: These authorization forms are required for bank records.

3. Service Agreement: Devaul Consulting
Technology Services has a contract with Tim DeVaul to provide maintenance and support of software systems related to Human Resources, Payroll and Finance/Accounting functions and UERS maintenance. Current contract will expire on September 30, 2001. Change order 1 is requested to extend Mr. DeVaul's services through June 30, 2002. Hourly rate will remain at $61.05 per hour. Fiscal Implications: Funding in the amount of $104,000 is requested. Funding is available through the Technology Services Division current expense budget.

4. Renewal Of System Insurance Coverage: General Liability, Professional Liability
Vehicle and Umbrella
The Wake County Public School System has maintained General Liability, Professional Liability, Vehicle and Umbrella insurance coverage with Utica National Insurance Group as a "Bundled Package" for the last four years. Utica National has proposed renewing the coverage for policy year 2001/2002 for an aggregate premium of $494,640. This represents an overall increase of 27.1% over policy year 2000/2001. Two other companies submitted proposals. One company submitted a proposal for only General Liability and Professional Liability. The other company submitted all four lines of coverage without medical payments and with the physical damage deductible higher on vehicles coverage that would have resulted in higher out of pocket payments to WCPSS. With incumbent providing coverage at $3,929 less in annual premium payments, the staff recommends approval of the Utica National proposal (See Attachment A for Analysis of Proposals). Fiscal Implications: Funds are available in current year Risk Management Budget

1. Schematic Design: Broughton High Renovations
The approved PLAN 2000 building program includes renovations at Broughton High. Staff will present schematic design documents for this project prepared by Cherry Huffman Architects, PA. Fiscal Implications - Funding is available from the total project budget of $14,197,735 as provided in the PLAN 2000 building program. Recommendation for Action - Board approval of the schematic design is recommended.

2. Schematic Design: Morrisville Area (Church Street) Elementary (E-4)
The approved PLAN 2000 building program includes the construction of an elementary school in Morrisville (E-4). Staff will present the schematic design documents for this project that have been prepared by Small Kane Architects, PA. This is the first use of this new elementary school prototype. Fiscal Implications - Funding is available from the total project budget of $10,662,555 as provided in the Plan 2000 building program. Recommendation for Action - Board approval of the new prototype schematic design is recommended.

3. Oracle Change Orders CRF and CRF1a
Change order CRF1a provides a resource from Oracle to provide functional support during the time Technology Services implements the plan for on-going functional support for the Oracle integrated system in place. This change order provides for human resources functional support through October, 2001. The resource for payroll functional support is on site through the end of September 2001. The second change order provides a specialized functional support resource for payroll for a limited period of time. Fiscal Implications: Funds in the amount of $94,600 are available in the Administrative Services budget.

Staff will present a report on the current status of school openings scheduled for 2002 and 2003. Fiscal Implications - For information only. Recommendation for Action - None at this time.

PROGRAM


1. School Health Advisory Council
The School Health Advisory Council (SHAC), in accordance with bylaws, has submitted a slate of 15 council nominations to the Superintendent for approval. Bylaws allow for ten additional nominations. Staff requests Board approval of the attached slate of nominations and Board recommendations for the remaining ten nominations. One major activity of the School Health Advisory Committee will be to assist in a review of the Healthful Living Curriculum. An overview of proposed topics will be presented. Council activities. Funds available in current budget. Nominations presented as information .

2. E & R Workplan for 2001-2002
Major projects planned for the 2001-2002 year will be discussed. This item is presented as information only.

3. Results of SAT for Class of 2001
SAT results are being released nationwide on August 28, 2001. This presentation will summarize results for WCPSS students and compare local results to state and national results. SAT information is embargoed until August 28, and therefore no information is attached to this precis. This item is presented to the Board as information only.

4. Plan for Accommodating Growth at Durant Middle School Year-Round
