June 15, 2004 - Annual Board MeetingFACILITIES
1. RESOLUTION: FUNDING FOR PLAN 2004 SCHOOL BUILDING PROGRAM
Resolution requests funds for the PLAN 2004 School Building Program previously approved by the Board. This request will provide funding for educational equipment replacement and Carroll Middle. Fiscal Implications: Total of this appropriation request is $3,224,786. Appropriations for PLAN 2004 to date total $134,679,882 and the total PLAN 2004 appropriations including this request equal $137,904,668. Recommendation for Action: Board approval is requested.
2. LAND EXCHANGE AND CROSS ACCESS AGREEEMENT - TOWN OF CARY AND WAKE COUNTY BOARD OF EDUCATION - MIDDLE CREEK HIGH AND ELEMENTARY PROJECT
In 1999, the Board of Education and the Town of Cary acquired property on West Lake and Optimist Farm Roads for a new high school, elementary school and community park. The project was master planned, placing facilities where appropriate, regardless of ownership interests. The high school baseball field and a portion of the main road servicing the high school are located on Town of Cary property. A portion of the main road servicing the Town of Cary Park is located on Board of Education property. To establish proper ownership interests, the Town will convey to the Board of Education 11.8772 acres to include the baseball field and road section. The Board will convey to the Town of Cary 11.47 acres at the corner of West Lake and Optimist Farm Roads for future park development. A Cross Access Agreement will allow for joint access and use of the primary road system to serve the high school and town park. Fiscal Implications: none. Recommendation for Action: Staff requests Board approval of a land exchange and Cross Access Agreement between the Town of Cary and the Board of Education for property at Middle Creek High and Town of Cary park (Middle Creek).3. EASEMENTS - CARPENTER ELEMENTARY
Completion of construction of Carpenter Elementary requires the dedication to the Town of Cary of easements for two storm water containment areas including access, an easement 20 feet wide for a new waterline, a 20-foot wide easement for a new sewer line and additional right of way at Louis Stephens Drive and Grant Forest Lane (new cul de sac), all containing 3.325 acres. The easements will be provided by recorded plats. Fiscal Implications: None. Recommendation for Action: Staff requests Board approval of easements to the Town of Cary for two storm water containment areas, including access, sewer and water system improvements and right of way all containing 3.325 acres.
4. EASEMENTS - EAST CARY MIDDLE SCHOOL
Completion of construction at East Cary Middle requires the dedication to the Town of Cary of easements for two storm water containment areas including access, and easements for a new waterline, both containing 1.503 acres. The easements will be provided by recorded plats. Fiscal Implications: None. Recommendation for Action: Staff requests Board approval of easements to the Town of Cary for two storm water containment areas and waterline easements containing 1.503 acres.
5. LEASE AGREEMENT - CROSSROADS CORPORATE PARK - BUILDING II
On May 18, 2004, the Board of Education approved of a lease proposal with Corning Road, LLC, for the relocation of the Webster Center to 110 Corning Road, Cary, NC. Approval was subject to a final lease document being negotiated and submitted to the Board of Education and statutory requirements. Negotiations have been completed to provide 74,201 rentable square feet of space under a six (6) year lease effective May 1, 2005. The new Recruitment Center is included in the new leased facility. Fiscal Implications: Estimated six (6) year cost including base rent, utilities and operating expense $5,936,080.00 or $13.33 per foot. Recommendation for Action: Staff requests Board approval of a six year lease with Corning Road, LLC, to provide 74,201 rentable square feet of space at 110 Corning Road, Cary, NC.
6. UTILITY EASEMENT - WEST LAKE ELEMENTARY
Progress Energy Carolinas, Inc. requests a sixteen-foot by approximately one hundred foot overhead power line easement along Optimist Farm Road at West Lake Elementary to serve an adjoining new subdivision. The easement is located in an area not used for school operations. Fiscal Implications: None. Recommendation for Action: Staff requests Board approval to grant Progress Energy Carolinas, Inc. an easement 16 feet by approximately 100 feet at West Lake Elementary for an overhead power line to serve an adjoining new subdivision.
7. RESERVOIR WATERSHED PROTECTION AND ACCESS EASEMENT AND AGREEMENT - CARPENTER ELEMENTARY
Construction of the new Carpenter Elementary requires the location of two storm water containment areas for storm water management. A Reservoir Watershed Protection and Access Easement and Agreement is required by the Town of Cary stating requirements for construction, operation and maintenance of the basins. Fiscal Implications: Maintenance is to be provided by WCPSS staff. Budget for 2004-2005 includes $250,000 for maintenance at 80 schools within jurisdiction of Raleigh and Cary. Recommendation for Action: Staff requests Board approval of a Reservoir Watershed Protection and Access Easement and Agreement for two storm water containment areas at Carpenter Elementary.8.
