INSTRUCTIONAL PROGRAM


1. PROFESSIONAL LEARNING COMMUNITIES - VIRTUAL WAREHOUSE AND VIDEO

Goal of Project - To create a virtual warehouse of tools, strategies, research, ideas, and resources to foster the growth of PLCs in our district.
Information stored in virtual warehouse is being harvested from learning teams across the district.
Items are organized using a fishbone diagram which illustrates the essential components of a team-based learning organization.
In response to requests by principals, the middle school team created a video, which is part of the virtual warehouse that demonstrates what a successful PLC looks and sounds like.
Fiscal Implications: There are no fiscal implications. Recommendation for Action: This item is presented for information.
PUBLIC COMMENT - 3 p.m.
Citizens who signed up to address the board during public comment will be called on in priority order first for items on the agenda and then for items not on the agenda. Each individual speaker will be allowed three minutes for remarks. Issues or concerns involving personnel matters are not appropriate for this public comment setting. After 30 minutes of public comment, any speakers remaining will be recognized at the end of the agenda for their comments.

FINANCE


1. GIFTS TO THE SYSTEM

Forty-nine gifts have been donated to the Wake County Public School System. The approximate value of the gifts is $28,788.32. Fiscal Implications: Not applicable. Recommendation for Action:
No action is required.


FACILITIES


1. PARKING LEASE RENEWAL (ROCK QUARRY ROAD)

Terms and conditions of a Parking Lease Agreement have been reached with the North Carolina Department of Revenue (NCDOR) to again lease, from the Board, undesignated spaces in a portion of the parking lot located at 1551 Rock Quarry Road, Raleigh, NC. The term of the parking lease allows NCDOR employees access to undesignated spaces in an assigned parking area from 6:30 A.M until 5:30 P.M., Monday through Friday (from April 16, 2007 through April 30, 2007). The requested parking lease agreement will not interfere with Wake County Public Schools' present or future use of the property. A copy of the Parking Lease Agreement and a photo of the designated parking area are attached. Fiscal Implications: None. Recommendation for Action: Staff requests Board approval.

2. SEWER EASEMENT: OLD CARVER ELEMENTARY

Board of Education previously approved a sewer easement for location of a lift station and sewer lines on the school site to serve the facility, which easement was memorialized in a map but not yet in a recordable written easement agreement. In preparation of consummation of the pending surplus property, Board approval is requested for the granting of a sanitary sewer easement agreement to the Town of Wendell for the use and maintenance of a sewer line and lift station located on the former Carver elementary school site. The requested easement will not interfere with the Wake County Public Schools' present or future use of the property. A copy of an Easement Plat is attached with the area of the easements identified thereon. Fiscal Implications: None. Recommendation for Action: Staff requests Board approval.

3. TEMPORARY CONSTRUCTION EASEMENT: EVANS ROAD WIDENING PROJECT (WEST CARY MIDDLE SCHOOL)

The Town of Cary is widening Evans Road to relieve congestion, reduce travel time and accommodate bicycles, and to install new sidewalks on both sides of the road. The improvements include removal and reconstruction of the entrance to West Cary Middle School on Evans Road. The Town will structure the work to be completed on a Saturday or during the middle of the day where there will be less impact to vehicular traffic. A temporary construction easement is desired on West Cary Middle School property along Evans Road to accommodate the improvements. The requested easement will not substantially interfere with the present or future use of the property. A copy of an easement plat is attached with the areas of the easement identified thereon. Fiscal Implications: The Town of Cary will compensate Wake County Board of Education in the amount of $1,525. Recommendation for Action: Staff requests Board approval.

4. PERPETUAL UTILITY RIGHT-OF-WAY EASEMENT: HERITAGE HIGH

As part of the development of Heritage High School, it is necessary to relocate existing transmission power lines and supporting communication wires located on the property to accommodate the new structures. A portion of an existing utility easement will be abandoned and a new perpetual utility easement will be required to allow Wake Electric Membership Corporation to install and maintain the electrical utilities. To allow construction to proceed on schedule, an electric power line right-of-way easement, 100 feet wide and 2546.86 feet long, is required. The relocated easement will not interfere with Wake County Public Schools' present or future use of the property. A copy of an Easement Plat is attached with the area of the easement identified thereon. Fiscal Implications: None. Recommendation for Action: Staff request Board approval.

5. BIDS: EAST CARY MIDDLE REPAIRS

Bids were received on March 13, 2007 for repair/replacement of fire stop materials and a roof access ladders at East Cary Middle School. This work will satisfy building code and safety requirements identified during the recent campus renovation. Staff and the Roberts Group recommend award of the single-prime contract to Structure Building Company, Inc. in the amount of $134,300. Fiscal Implications: Funding is available from the total project budget of $14,299,636 as provided in PLAN 2000. Recommendation for Action: Board approval is requested.

6. BIDS: RELOCATE MODULAR UNIT TO EAST WAKE MIDDLE

Bids were received on March 20, 2007 for the relocation, set-up, and site work, for one eight-classroom complex modular unit being moved from Longview High School to East Wake Middle School. A proposed subcontractor to the low bid general contractor is pursuing a claim against WCPSS on another project. Therefore, using the next lowest subcontractor to the general contractor increases the cost by $36,650. Staff recommends award of the single-prime contract to C. Blake Lewis Construction in the amount of $378,483. Fiscal Implications: Funding is available from the total project budget of $16,935,553, all of which is from the CIP 2006 Mobile Classroom Relocation and Leasing, 2007-2009 project. Recommendation for Action: Board approval is requested.

7. DESIGN CONSULTANT AGREEMENT: E-34 ELEMENTARY SCHOOL

The proposed CIP 2006 School Building Program includes a new elementary school to be built west of Wendell. Negotiations have been completed with Cherry Huffman Architects, PA for the design of this project. The form of agreement is the standard form approved by the Board attorney. Fiscal Implications: Funding is available from the total project budget of $ 23,861,608, all of which is from CIP 2006. The total project budget includes total proposed compensation for the design consultant of $779,272. A separate agreement, in the amount of $77,927, was previously issued for the schematic design phase. Recommendation for Action: Board approval is requested.

8. CONSTRUCTION DOCUMENTS: SYCAMORE CREEK ELEMENTARY (E-17)

Staff has reviewed the construction documents for Sycamore Creek Elementary, and requests Board approval and authorization to advertise for the construction. Fiscal Implications: Funding is available from the total project budget of $21,882,007, of which $1,708,291 is from PLAN 2004 and $20,173,716 is from CIP 2006. Recommendation for Action: Board approval is requested.

9. CHANGE ORDER N0. GC-03: MILLS PARK ELEMENTARY (E-22)

Board approval is requested for Change Order No. GC-03 to Clancy & Theys Construction Company for their Construction Management at Risk contract. This change order, in the amount of $294,887 is to establish a guaranteed maximum price (GMP) for the time-sensitive box culvert package, which is one of the thirty-two (32) construction packages for this project. A list of bid packages is attached. The total project GMP to date, including this one is $2,549,126. A future change order will be brought to the June 19th Board meeting to establish the total GMP for this project. Fiscal Implications: Funding is available from the total project budget of $22,142,874, of which $745,000 is from PLAN 2004, $330,823 is available from funds passed through Wake County from the developer in fiscal year 2004-2005, $15,897,874 is from CIP 2006, and $5,169,177 is to be provided by the developer. Recommendation for Action: Board approval is requested.

10. EDUCATIONAL TECHNOLOGY CONSULTANT SELECTION AND AGREEMENT

In accordance with the professional services selection procedures (policy 7265) adopted by the Wake County Board of Education August 9, 2005, the selection committee recommends the selection of Meeks Educational Technologies for the development of educational technology guidelines for elementary, middle and high schools. Negotiations have been completed with Meeks Educational Technologies for the professional services. Staff recommends award of a contract in the amount of $53,600. Main Points: Funding is available from the program management component of CIP 2006. Recommendation for Action: Board approval is requested.

INSTRUCTIONAL PROGRAM


1. CONTRACT WITH WAKE COUNTY HUMAN SERVICES

Through this contract, Wake County Human Services will provide funds for Wake County Schools to contract for direct intervention and treatment services for students attending Longview School. These services will be provided in accordance with the students' Individualized Education Plan (IEP) and Person Centered Treatment Plan (PCP). Through the provision of these services, we will be able to reduce out of school suspensions for students in crisis because of their emotional or behavioral health needs. Fiscal Implications: There are no direct fiscal implications. Recommendation for Action: Board approval is requested to accept the funding from Wake County Human Services.

2. AMENDMENT TO EFFECTIVE SOFTWARE CONTRACT

The original contract projected 40 hours per week of support and development of the StARS software project. Additional hours beyond 40 per week have been required throughout the school year, and this amendment will add sufficient hours to provide support through June 30, 2007. Fiscal Implications: None. Recommendation for Action: Board approval is requested.

3. GRANT PROPOSALS

Fiscal Implications: Any required cash and/or in-kind matching contributions vary by grant program. Recommendation for Action: Staff is requesting Board approval.

4. SANDERSON HIGH SCHOOL TRIP TO LONDON, ENGLAND

Students participating will be representative of Sanderson Choral Group, grades 9-12.
Approximately 35 students will participate and 9 chaperones.
Students will depart from RDU on Thursday, December 27, 2007, and return Friday, January 4, 2008. Only 3 days of school will be missed as this is over Winter Break.
The students have been invited to participate in the Inaugural London International Choral Festival, where they will perform several choral concerts in London Cathedrals.
Students will also have an opportunity to participate in clinics presented by some of the world's most accomplished choral musicians and educators.
Fiscal Implications: The cost per student is $2065.00. This trip is enrichment only and not a required trip. Boosters will assist with funding. Fund raisers will be held as necessary to enable all students an opportunity to participate in this activity. Recommendation for Action: This item is recommended for consent.

5. ENLOE HIGH SCHOOL TRIP TO HONOLULU, HAWAII

Students participating will be representative of grades 10-12.
Approximately nine students will participate and two chaperones.
Students will depart from RDU on Tuesday, April 24, and return on Tuesday, May 1, 2007. Six days of school will be missed.
Academic Decathlon competitions test student knowledge and competence in music, art, history, economics, math, science, language and literature, as well as skills in public speaking and interviews, all related to an overall theme.
Fiscal Implications: The cost per student will be approximately $1,100.00. The total cost will be approximately $9,900.00. Families and the community will raise funds to defray the cost for students who need assistance. Recommendation for Action: This item is recommended for consent.

1. AGREEMENT: CARY HIGH

To complete the ongoing renovations and new construction for the PLAN 2004 project at Cary High School, staff recommends that Centex Construction, LLC, be engaged to provide construction management services. To that end, the Board is asked to approve an agreement with J.M. Thompson Co., the general contractor on the first phase of the Cary High School Project; Federal Insurance Company, the surety for J.M. Thompson Co.; and Centex Construction, LLC. The agreement authorizes Centex to work with and assist J.M. Thompson Co. with the completion of the project.
Fiscal Implications: No additional costs to WCPSS above the original contract in addition to liquidation damages for late completion of the original contract. Recommendation for Action: Board approval is requested.

2. SCHEMATIC DESIGN: SMITH ELEMENTARY

Staff will present the schematic design documents prepared by sfL+a Architects, PA, for the construction of Smith Elementary Additions and Renovations. Fiscal Implications: Funding is available from the total project budget of $18,631,717, of which $230,000 is from PLAN 2004 Start-Up and $18,401,717 from CIP 2006. Recommendation for Action: Board approval is requested.

POLICY


1. POLICY 2311 3011 4011-EMERGENCY CLOSINGS

Revised First Reading.
The policy is being revised to include language which authorizes the superintendent to develop, implement, and maintain comprehensive emergency operation plans for the district. Revisions also include a change in the policy's title. The proposed revisions were approved by the Policy Committee on 3.13.07. Fiscal Implications: none. Recommendation for Action: Staff is requesting Board approval.

2. POLICY 6300: MAINTENANCE, REVIEW, AND RELEASE OF STUDENT RECORDS

Revised: First Reading. Request Waiver of Second Reading.
Staff is recommending that "video, photos," documents and other materials in "physical or electronic formats" that contain information directly related to a student, be added to the list of items protected by this policy. This addition would protect student confidential information from being released to anyone other than the parent and eligible student and has been recommended by legal counsel. The revisions were presented and approved by the Policy Committee on 3.13.07. Fiscal Implications: none. Recommendation for Action: Staff is requesting Board approval.
