PUBLIC HEARING
Citizens who signed up to address the board during public hearing will be called on in priority order-first for items on the agenda and then for items not on the agenda. Each individual speaker will be allowed three minutes for remarks. Issues or concerns involving personnel matters are not appropriate for this public comment setting. After 30 minutes of public hearing, any speakers remaining will be recognized at the end of the agenda for their comments.STUDENT ASSIGNMENT HEARING
The Wake County Board of Education will receive the administration's proposed Student Assignment Plan later this month. After that presentation is made, the school board will set public hearings for parents to comment on the formal plan.Until the formal Student Assignment Plan is presented, the school board's regular meeting will not include public hearing on the current proposals. 1. Construction Documents: East Wake High Additions and RenovationsThe approved PLAN 2000 School Building Program includes additions and renovations at East Wake High. Staff will present construction documents prepared by Pearce, Brinkley, Cease + Lee, PA for this project. Fiscal Implications - Funding is available from the total project budget of $8,130,061, as provided in the PLAN 2000 School Building Program. Recommendation for Action - Board approval is recommended.2.Annexation Petition for New Knightdale High, Elementary, and Community Park PropertyThe Wake County Board of Education owns approximately 170 acres of land at Horton, Forestville, and Old Knight Roads, just north of Knightdale. On this site, a new high school, elementary school, and community park will be constructed to open in the fall of 2004. The property is currently outside the town limits of Knightdale. To provide fire, police, and other municipal services, the property must be annexed into the Town of Knightdale's jurisdiction. A petition requesting annexation has been prepared. Fiscal Implications - Incidental costs are included within the project budget. Cost savings will be realized in the future as municipal services are provided to the school facilities.Recommendation for Action - Staff requests board approval of a petition requesting annexation of approximately 170 acres of board property into the corporate limits of the Town of Knightdale.FINANCE
1. Authorization FormsThese authorization forms designate the persons authorized to sign vouchers for the payment of money on behalf of Briarcliff Elementary, Bugg Elementary, Fuquay-Varina Elementary, Hodge Road Elementary, Lincoln Heights Elementary, Rolesville Elementary, Smith Elementary, Wake Forest Rolesville Middle and Willow Springs Elementary. Fiscal Implications: These authorization forms are required for bank records.2. Gifts To The System Twenty-three gifts have been donated to the Wake County Public School System. The approximate value of the gifts is $11,458.02. Fiscal Implications: Not applicable.3. Renewal Of Oracle Technical Support For Year 4Original purchase of Oracle business applications was presented to and approved by the Board in November 1998 following a resolution approved by the County Commissioners on November 2, 1998. At that time, cost of software and first three years of technical support were added together and financed over a three-year term. Renewal for Year 4 is due to extend technical support through November 19, 2002. Support consists of updates and patches as well as telephone and other support services. Cost of renewal is $181,341. Fiscal Implications: Total amount of renewal for one year is $181,341. Funding for contracted services was identified and planned for in the Technology Services current expense budget.PROGRAM

1.Owner-Controlled Insurance Program (OCIP) for PLAN 2000 Construction Projects(5 minutes)During the past year, county and school system staff members have studied options for a centralized joint insurance purchasing program to cover large capital construction projects. The potential for cost savings coupled with a comprehensive construction safety program were the incentives for development of an Interlocal Agreement for an Owner-Controlled Insurance Program (OCIP). Under the proposed OCIP, the county and school system will package insurance coverage to contractors and subcontractors at selected project sites, including workers compensation, general liability, excess/umbrella liability, and builders risk insurance. The term of the proposed agreement is two years, which establishes an adequate trial period to test the success of the program. Fiscal Implications - The net amount of apparent cost savings (the difference between the insurance bid deductions from contractors and actual OCIP costs for school system projects) will remain in the school system's PLAN 2000 project accounts and will be available for reallocation to other school construction projects. Recommendation for Action - Staff recommends approval of the Interlocal Agreement for Owner-Controlled Insurance Program between the board of education and the board of commissioners.PROGRAM
1. Lacy Elementary Blended Preschool (5 minutes)The Lacy Elementary Blended Preschool offers hearing impaired preschoolers the opportunity to learn in an environment that includes non-hearing impaired children. Based on early childhood research, Federal and State guidelines encourage blended programs for hearing impaired students. At present, 3 hearing impaired and 2 hearing children are enrolled in the morning session and 5 hearing impaired and 4 hearing children are enrolled in the afternoon session. Tuition for hearing students is $150.00 per month for 4 days of preschool per week following the WCPSS school calendar. The precedent for accepting tuition preschoolers in the WCPSS was set by Pleasant Union Elementary, and Garner Early Childhood Center; it is currently in practice at Project Enlightenment and Poe. Hearing impaired students in the Lacy program are showing gains attributable to their interaction with the non-hearing impaired students, and the non-hearing impaired students are gaining skills interacting with students with disabilities. There is no increase in staff or facility costs. Tuition for hearing students will be utilized to offset the increase in materials and to enhance the program. Staff recommends that the board approve the continuation of the piloted program and tuition rates as outlined.CLOSED SESSION
